This position is responsible for performing a variety of technical and clerical duties involving financial record keeping; processing the biweekly payroll in a timely and accurate manner; ensuring compliance with federal, state, and local laws, regulations and policies; performing reconciliation procedures; providing related technical assistance to the Finance Department and City Staff; responding to the needs of the end users of City financial information; and, performing other duties as assigned. Must be a team player willing to cross-train and work with other Finance team members Essential Duties & Responsibilities
Essential duties and responsibilities may include, but are not limited to the following:
~ Prepare and process bi-weekly payroll for all city employees and all payroll related reports including quarterly reports, annual W-2"s etc.
~ Maintain payroll files in accordance with federal and state regulations to include accrual on leave balances.
~ Respond to open records requests and administer record retention procedures for payroll records.
~ Act as liaison between the payroll function and the employees; address questions regarding payroll policies and programs; provide direction and information needed to accurately complete forms and timesheets.
~ Prepare documentation for internal and external audits.
~ Process and reconcile payroll disbursements including but not limited to FICA; taxes, and various benefit programs.
~ Develop, modify and maintain written procedures related to the payroll process. Minimum Qualifications
An Associate"s Degree in Business or related field. One year of automated payroll processing using payroll processing software. One year of accounting or bookkeeping experience.
Payroll processing experience within municipal government is strongly preferred. Experience with STW Software would be a plus. Bilingual ability in Spanish and English is desirable.
A combination of education and job-related experience will be considered. Knowledge, Skills and Abilities
Knowledge, Skills and Abilities - Must have excellent detail orientation and an ability to produce timely, error free work. Must be able to establish and maintain effective working relationships with personnel at all levels. Must have excellent mathematical skills and an ability to understand and explain complex payroll procedures and concepts. Knowledge of advanced payroll processing principles and practices in a municipal setting to include verification of time sheets and salary changes, as needed to prepare or maintain accurate records and reports. Knowledge of payroll policies and procedures to include those related to time keeping and reporting. Must have a thorough knowledge of local, state, and federal laws, codes, regulations and legislative acts pertaining to employee benefit and payroll programs, including FLSA classifications. Must understand administrative and clerical procedure and systems such as word processing, filing, record management systems and other routine office procedures. The ability to communicate effectively verbally and in writing is essential. Must have a respect for and an ability to ensure confidentiality. Work Environment & Physical Abilities
